Opp City Schools passed an $11.9 million budget for the 2011-2012 fiscal year on Friday with the anticipation that proration will not become a factor during the year.

Like all Alabama school systems, OCS is coming off of a budget year that included 3 percent proration, that cut $209,000 cut in funding to Opp schools.

OCS superintendent Michael Smithart said the system does not anticipate proration because projected growth for state revenue was set at 3.6 percent, a number he feels is a “fair estimate” considering the state’s economy.

OCS is projecting revenues of $7.5 million in state funding; $2.7 million in local funds and $1.27 million in federal allocations. Additionally, chief financial officer Linda Banks said the system will use reserve money to make up the $300,000 needed for construction projects on the system’s agenda, including a new physical education facility.

Banks said the system has budgeted some $7.5 million for classroom instruction and support; $1.2 million for operations and maintenance; $1.1 million for auxiliary services; $541,000 for administrative services; $335,000 for capital outlay; $874,104 in debt service and $292,000 for other expenditures.

Banks said the system is expected to end the current fiscal year, which ends on Sept. 30, with three months in reserve.

“I think that is something to be pretty proud of,” Smithart said.

Budget hearings for the Andalusia and Covington County school system will be held in the coming weeks. State law mandates that school budgets be submitted to the state education department no later than Sept. 15.
