Residents in the Capital Heights neighborhood of Opp voiced their concerns to the city council Monday night over dogs running through their community.

Peggy O’Neal and Virginia Payne both addressed the council, saying there are issues with enforcing Opp’s animal control laws.

O’Neal said she was asked to keep a dog in her yard in December, until the “dog catcher” could get him.

“I’ve called 25 times in the last six months,” she said. “I’m not trying to bad mouth the dog catcher.”

O’Neal suggested that when an animal is picked up that their owners be charged a fee.

She also suggested that shot records be presented, and that each time it happens the fees double or triple, with the fourth offense requiring a court date.

O’Neal also stated there is a pit bull problem.

“People walk their dogs with tasers,” she said.

Payne said there was a dog near her home that barked “from sun up to sun down.”

“And I won’t walk to my mailbox without a baseball bat,” she said.

Mayor John Bartholomew said the council will look into fixing the issue.
