Wondering about cotton left in fields

It’s cotton-picking time again, and I’ve noticed a huge amount of cotton left in some fields following the harvest.
Several years ago, I observed two cotton-picking machines in separate fields. One was moving slowly and leaving very little cotton behind, whereas, the other machine was sailing along, leaving an unbelievable amount of cotton.
Since it seems impossible to gather what is left in the fields, wouldn’t it be a good idea to caution the operators to drive a little slower and leave as little as possible?
